Another possibility to check is security settings under Windows.
Windows ten does have issues with it but not sure its the case here.
Edit: i don't know what i done but its working, though now its in the Downloads folder, when it was in the Desktop or Programme Files folders the error would pop up. Try just putting it into Downloads or any other non essentail folder see if that works.
