A tutu is a dress worn as a costume in a ballet performance, often with attached bodice. The classical tutu is short and stiff, projecting horizontally from the waist and hip (from wiki). The outside rim of the tutu is positioned on a special vertex group to keep the round form. A very high z-depth is used so that no faces are deleted by other clothes. You should combine it with leotard and ballet shoes or pointe shoes. When you import the tutu into blender, change the Fresnel to a lower value (e.g. 1.1) and change at least the white of the glossy shader to a grey ... otherwise it looks like plastics ...
